Theme is to move faster than anyone possible without any additional equipment, also the initiative is also higher than most other dex based builds. Win initiative, hit and run. High dex also aids in using ranged weapons, so it is possible to attack using a bow and run away since it is impossible for anyone else to catch up.

Interesting, except for the alignment problem. It's a lot harder to become lawful, and you have to change alignments 2x for this build.

You can do this by making a mod with scripts that you can use in conversation. It can be done that way.
But if you wanted to do this naturally, you will have to do some evil, good stuff depending on what alignment you want to be at in the campaign, mod, etc. There are plenty mods out there that can drastically change your alignment when you do something opposite of your alignment.
Just giving my thoughts.
EDIT: Also, you can hold your levels before you level up to next level, that way you can do the build correctly.

Well, of course you can. You can also just manually edit the alignment. But my point is that this is a lot harder to do in a pw.

This is law and chaos. While upping chaos is simple, I seldom find common things to increase law. It isn't like you get extra law by NOT bashing someone's door down.

Um, you start out at level 1 non-lawful barb, and then move right on to a lawful monk for the next 36 levels. I don't think "holding" 36 straight levels is going to work very well.

Instead of holding it, you could ask the DM, if you had one, of that server to change your alignment.

Barbarian and Monk speed do not stack.

Yes it would be quicker, but only because of monkspeed. Barbarian-speed and monk-speed doesn't stack anyhow, so this build is wash.
