I'd REALLY appreciate help on this build, as I think it gets Dev. Crit too late. Only thing I need to keep is the AT LEAST 3 rogue levels, and the Chaotic Good alignment. Thanks in advance.

If I were you I'd try to take those COT levels when epic to open up a bunch more options for you.
If you take 16 cleric/4 COT pre epic you can drop great cleave(useless), great fort(already got good saves) and either blind fight or imp initiatize. You will lose 1 bab, but gain 3 epic feats. That will allow you to take some extra gr strength feats and epic prowness. Or to get dev critical faster you could get great wisdom feats and put all normal stat points into strength.
As for other suggestions, you might want war instead of earth domain since it's a low char build and I generally find aura of vitality better than stoneskin, especially later on. Depending on the server I would also go scimitar over rapier so you can keen it yourself. And I would prefer hellball to greater ruin, similar damage but area effect.
great cleave is a pre-req for overwhelming and dev crit.
