Playable from level 1 - 40 PvP or PvM

Sorceror 21/Monk 9/RDD 10 (Human (Any Lawful)

This rebuild fixes the problems grizzled dwarflord (thanks, grizzl, you're the shizzl) pointed out and generally improves the build, if in a subtle way. Most importantly, it can be built now.

Casts Level 9 arcane spells and one epic spell. You get an extra slot due to charisma of levels 1,2,3, and 4 spells. Lots of slots, and lots of versatility with extend and empower spell feats to fill up the spellbook with useful buffs.

Once you get the +4 to strength from RDD Levels 2 and 4, there is no rush to any particular RDD level except 10. This revision bumps that up a level to 18and will make it far more playable in the interim by giving you more spells and level 3 spells.

You forgo ramping up Tumble to 15 earlier by taking your 3rd and 4th monk levels so late BUT the draconic armor benefit (levels 5, 8, and 10) overcomes this.

Your spell selection early should focus on melee buffs. Flame Weapon is very handy. Later, you will be able to morph into caster mode. You can select totally new spells each sorceror level, so you really can evolve to become the dragon caster. Although you will always be able to dish it out in a pinch. Whoops - Constitution starts at 8 and so only goes to 10 when you get the RDD con bonus at RDD 7.

Have leveled this to 17 (it has wings now) -- it is fun.

I have to tell you, I'd build this differently today. If I were to keep the level splits, I'd put 8 monk in pre-epic for the saves, 8 RDD, and 2 sorceror. Plus, IKD a lot earlier. Better AB and saves.

But I'd strongly consider going Monk 6 (4 pre-epic), Sorceror 24 (6 pre-epic) (bonus feat and harder to dispel), RDD 10 (10 pre-epic). But my tendencies now are towards a 40v40 build, so, of course, build to taste.

In a No-Dev world, obviously a lot of feats free up. Blind Fight and Toughness immediately come to mind for Power Attack and Great Cleave. Over Crit and Dev Crit can be replaced with either Gr Str feats for more AB or EER feats (to complement your fire immunity).
