My "Holy Dragon" build, made for great smite and decent ab and ac, either 10 bard 10 rdd 20 cot, 11 10 19 or 12 10 18, either works fine.
Start with human, (subrace Half-Dragon to make it look cooler in the char sheet Razz).

End Stats:
28 str 8 dex 14 con*** 10 wis 13 int*** 28 cha***
Skills to focus in:
Discipline** Concentration Preform (max 18 if going 11 or 12 bard) Tumble (max 40) Taunt Lore (u only need 8 points for rdd but could be maxed for identifying items) UMD
Skills at lvl 40 for a PvM build:
43 Conc 40 Tumble 18 Preform 43 Taunt 20 UMD
If for PvP:
43 conc 40 tumble 43 Taunt 20 Disc 18 Preform
Leveling:
1. Bard, bull headed** and curse song* 2. Bard 3. Bard, weapon proficiency exotic* 4. Bard, charisma increase 5. Bard, 8 points in lore 6. RDD, Weaponfocus 7. RDD 8. RDD, Charisma increase 9. *can be replaced and will not change the build much if replaced **good if making it a pvp build ***If starting with 10 con, 12 int and 18 cha then chose the great cha at lvl 32

It should get a very good AB, but you didn't stated it, neither AC, HP nor saves, although we know saves have to be high, stating them kind of helps.
Neither starting nor ending in an odd level INT sounds advicable.... I think you should drop CHA to increase CON, and maybe even DEX.
I would actually go like this:
16 str 10 dex 14 con 8 wis 10 int 16 cha
And change a Greater STR feat into Great CHA, you get +1 AC that won't interfere with heavy armor and +40 HP while STR, CHA and INT will remain the same modifier at the end.
