(If you're desperate to finish with maxed out Spellcraft and Discipline you could always drop you charisma for some intelligence, though it would penalize all your saves by 1, and use the extra skills in Set Traps or UMD. You could likewise drop constitution, but your HP is low enough as it is.)
I'd start with 18 DEX though and put the 6 points saved into CON (12) and INT(14). The way it is now, HPs are really low, even for an epic dodger with SC5. If you take my suggestion, you'll have a final -1 AB/AC but I think it's worth it. Besides skills are very important to such a kind of character. You have no trap setting skill and that's a big disadvantage. Discipline 30 is pointless, it's just wasted points that won't help you resisting anything.
Epic fiendish servant might be swapped for AS or EP, I hear it's no big deal (but ask Grimnir77, he's a BG guru). Otherwise dropping two great dexes for EP and AS would net you +1 AC in exchange for -1 Ref save. I'd consider going for SCIV and put in Crippling Strike.
Going Rogue 6/SD 4/BG 10 preepic would net you +1 Fort save. Otherwise Rogue 8/SD 4/BG 8, earlier Weapon Finesse at the cost of -1 Will save, but improved playability. Weapon Finesse as of now comes late.
No room for dual wield and KD/IKD is a real pity.
Just a few suggestion

Yes, start with 18 DEX like Kail said, and get EP, AS and Crippling Strike like Kail said KD isn't really needed when you have HiPS, though. _________________ "And one calculates time from the dies nefastus on which this fatality arose – from the first day of Christianity! – Why not rather from its last? – From today? – Revaluation of all values!"

If drop Dex to 18, you can only get to SC IV, which is a significant disadvantage. I think the best move would be to drop Str to 13 and Dex to 19, then then pump Int/Con as you pleased. Then, by moving your BG levels forward, you could use your rogue bonus feats later and drop Great Dexterity IV for Armor Skin (staying power being somewhat more important than attack strength).

I like getting rid of Epic Fiendish Servant for Armor Skin, since on playtests the Vrock's only function is to give me sneak attacks I can already get. Crippling Strike would be better accessed by dropping a feat to put Epic Dodge on a normal level and using that rogue bonus feat for it.

Rogue 6/SD 4/BG 10 is impossible, since you need at least 7 rogue levels. And will is bad enough as it is. _________________ CATS!

Defensive Roll for free. _________________ "And one calculates time from the dies nefastus on which this fatality arose – from the first day of Christianity! – Why not rather from its last? – From today? – Revaluation of all values!"
hmm dont you have it for free too by taking 3 more rogue lvls, as extra sneak dmg unless i'm wrong...

Yes, but I get defensive roll much later - it means I have to take more rogue levels early on, which makes it impossible to get SC 5 and epic dodge.
Okay, I have a revised version of this build thanks to advice from Kail Pendragon. The newer version sacrifices 1 AB, 1 damage and 1 Reflex for crippling strike and 1 AC, and gains Epic Dodge earlier.
The Silent Throatslitter V2
Elf Rogue 19 / Shadowdancer 5 / Blackguard 16
Attributes Str 13 Dex 19 (32) Con 12 Int 12 Wis 8 Cha 10
Playable 1-40 PvM Alignment: Evil <any>
Attribute Bonuses Levels 4, 8, 12, 16, 20, 24, 28, 32, 36 and 40 go to dexterity
(If you want to max out Set Traps or UMD, you'll have to drop one for the other. You could also drop Con, and max out both at the cost of 40 HP, or Cha, and max out both at the cost of -1 to all saves.)

What's up with the late Weapon Finesse, BTW? What do you do for the first 11 levels _________________ "And one calculates time from the dies nefastus on which this fatality arose – from the first day of Christianity! – Why not rather from its last? – From today? – Revaluation of all values!"

You Dodge, Mobility, Power Attack and Cleave by level 9 in order to get Shadowdancer and Blackguard in time. Until 12, you should probably stick to a ranged weapon whenever you can. You have no real reason to use a rapier until level 15. _________________ CATS!

Untrue, look at this:
Rogue(19), Shadowdancer(5), Blackguard(16) Elf, Any non good

My bad, I remembered wrongly BG requirements. Then Rogue 8 is the only solution left to grab weapon finesse earlier and your will save is already so bad that a further -1 will not really matter. Weapon Finesse early on is way better than +1 Will save.

Well, you gain 43 skillpoints, but you also lose crippling strike. _________________ CATS!
There's no Crippling strike in your first build, so I don't lose it. I saw your second build after I posted my post only.
Now, compared to your second build the build starting at 19 DEX has got EP, yours has CS. They are basically the same build, a few tweaks apart. Personally in this build I'd get CS instead of SCV and keep both AS and EP, but that's just me.
The build starting at 18 DEX has +43 skillpoints (and +1 STR to say it all) but loses one feat (always compared to your second build). It gets SCV anyhow, I wanted to show you it was possible, unlike you said.
Building means choosing
