I had been contemplating a build using this mix, and once again Cin has been here before me! However, there were only these two builds using these classes:
Harper's Vengeance, Dwarf Version (FTR 16/HS 5/WM 19) by Cinnabar Din
Harper’s Vengeance (½ Orc Version) (FTR 16/HS 5/WM 19) by Cinnabar Din
I had considered a Dex-based version, but this was not appealing due to the lack of Uncanny Dodge, which I believe Cin makes reference to in his Half-Orc version, so I plumped for STR based. This time it is a human and only taking 3 Harper Scout levels instead of the 5 maximum permissible.
Main criteria: - High AB - Highish HP - Improve Saves as far as possible - As high a base Initiative as possible (to get in there first) - Must have Blind Fight, KD, IKD (For me these are a must for any meleer) - As high an AC as possible
Skills: Appraise 18(20) - purely for buying/ selling - this can be changed Discipline 43(63) Intimidate 4(3) Lore 9(14) - need a minimum of 6 for HS pre-req Persuade 8(7) Search 4(6) Spellcraft 18(20) Spot 43(44) Tumble 40(42)
Initiative Calculation
8 Improved & Superior Initiative 2 Base DEX Modifier 1 Cats Grace (Minimum) 11
I was surprised how poor the Will Save was, despite taking both Iron and Epic Will. I had considered opting for Luck of Heros/ Strong Soul at the expense of Imp.Initiative, but after consideration this really wasn't worth it.
Tymora's Smile and the base Spellcraft ranks go some way to helping with this, but you will always suffer in a build of this sort with saves.
A downside is the reliance on a single weapon type.

Not bad. My only suggestion is to move Harper1 to Level22 to gain 1 more AC on your Tumble drop.
As for the Harper Scout use in a build like this, I can't help but think that 3 levels of Rogue or Bard would be of more value. Fighter/Weapon Masters are so 1 dimensional, and as a result, so vulnerable, they would highly benefit from a Rogue or Bard's skill sets than they would a Harper Scout's. You know what Grizz, I can't believe I missed that. And here was me thinking I had put it at 22nd level. I'll have to adjust that.
You are mainly right in terms of the support that a Bard/ Rogue brings to a Fighter WM, but the HS brings you more help to your Will save. Iron Will is a pre-req, Epic Will is available as a class feat and Tymora's smile benefits as well.
A shame HS does not get Uncanny Dodge, then I'd be changing this to a DEX based version, but hey

In a magicless environment, this would be correct. But in an environment where you could at least buy scrolls, I would argue otherwise. One could still take Iron Will freely without being a prereq, and one could certainly take Epic Will on a general feat. With 6 bonus feats coming at Epic levels here, you could certainly afford it. Further, the Rogue or Bard could cast just about any spell you desire from scroll, and if you are in a party with a scribing caster, he could just create for you what you need, and he can save his spells for big boss fights.
The point I am trying to make is, I would much rather have the capacity to cast Lesser Mind Blank, Mind Blank, Clarity, Protection from Alignment and Protection from Spells, or Death Ward and Shadowshield, Premonition and Improved Invis, etc, than have to rely on a Harper Bonus feat and Tymora's smile.
