Disadvantages: Low HP, in trouble if surrounded
Can use armor, since spellcasting for this guy is mostly for buffing before combat. On the other hand you would need a pretty good piece of armor to get better total AC due to the +11 unbuffed dex modifier
First, I think you may have calculated your total skill points wrong. I come up 11 short, but thats just off of my calculator, so I could be wrong.
Second, If not casting in combat, which you mention in the description, drop concentration. You can put annother 17 points into spellcraft (modifies with Int bonus to a 40) and you'll have an extra +4 to saves vs spells. Also, your last 3 ranks in tumble don't do anything for you, they can be spent elsewhere. The tumble AC bonus works on base ranks, not the modified score.
Edit: Also, the feat Dodge is not required for Epic Dodge, even though many manuals say it is. You can drop in exchange for something more useful, probably called shot. _________________ (I enjoy writing parenthetically (a lot)).

Took Wizard 11 at level 39 and got skills:
20 Concentration 42 Spellcraft 43 Hide 43 Move silently 43 Spot 40 Tumble 20 Open lock 25 Disable trap 25 Search 20 Heal 10 Persuade
Is there any I smart things to do here to get 4 attacks pr round without loosing to much stealth? hmm..
AA has hide and move silently as class skills, so you won't be losing stealth by taking more AA early (your only full AB class). Just switch the pre-epic level split to Rogue 8/ Wiz 2/ AA 10 and you will gain +2 final AB (you only needed another +1 pre-epic AB to get your 4th attack). _________________ (I enjoy writing parenthetically (a lot)).

Replace Iron Will with Called Shot. Spamming Called Shot: Leg against a dex meleer will be a free win for you every time, and it will even work against strength builds without ESF with an AB of the sort archers get. It works PvM, too, unless you're faced with giant groups of enemies. Definitely better than +2 will saves, IMO.
*edit* Also, start taking AA at level 10 instead of level 11, and take the last pre-epic rogue level at 12 or 17 for a tumble dump.

Called Shot feat inclused both Leg and Arm... Called Shot leg decreases DEX by 2 and movement speed by 10% per hit if I'm correct, DEX can drop up to 1 (if possible), which is a lot of negative DEX, but, I don't remeber how long does the effects lasts, I'm not sure if there's a cap for negative DEX scores, but the duration makes it so that, for example, you won't get a dexer to negative DEX modifier values.
Pretty sure Called Shot : leg "only" lowers DEX by 12. That might still hold their AC at good levels.
I actually forgot about the dex penalty, I just meant that dexers have low discipline, so you should have no trouble slowing them to a crawl.
With a 44 AB it isn't going to be able to spam called shot against strength builds, they'll make the discipline check. Instead of iron will and weapon finesse I would take blind-fight and called shot. I'm also not sure the self conceal feats are necessary when you can cast an extended improved invisibility that does the same thing and lasts 22 turns. Other than that it isn't a bad build but I prefer either the wizard heavy or wizard light variants to a middle of the road wizard.

Thank you all for feedback. After all I have a second version of Unseen Sniper. It is now a pure level 40 stealth ranged attacker (Epic dodge at level 39, If I go R14/AA17 epic dodge level 27 but only 35 dex). I have dropped rogue and wizard levels and raised AA levels. The fifth level spell slot to be used for extended improved invisibility (18 turns once pr. day). So no permanent invisibility, but higher dex and improved AB, DMG and AC. Also have called shot and blind fight now
Equipment: Longbow, robe Base Attack: 27 Sneak attack 7d6 AB and DMG with longbow: +52/+47/+42/+37 1-8 +9 (19-20 / x3) Saves: 20 Fortification, 36 Reflex, 17 Will AC: 31 HP: 298 (maximized), average about 240
