I had no roleplaying purpose for creating this build, I honestly just wanted an excuse to create a dire badger with smites. So here's my shot.

Unbuffed AB(unshifted):+28/+23/+18/+13
Buffed AB((unshifted)using a Warhammer with GMW +5):+43/+38/+33/+28
Buffed AB with Smite(unshifted):+59
Buffed AB(shifted):+43/+38/+33/+28
Buffed AB with Smite(shifted):+61(from Tiny size)
Smite damage:+105

Maxed HP with buffs(shifted):612

Here are the saves and stats

48 Fort
41 Reflex
49 Will(51 vs Evil/Good)

Skills:
Discipline 43
Lore 6
Persuade 8
Search 4
Heal 43
Taunt 43
Concentration 14

Even though it's slightly incomplete, I'm rather happy with the performance of this build, as it gets a quite respectable smite damage for a shifted form. The base damage is also quite nice, with +16 to damage from Divine Might with full charisma buffs(Harper's Eagle's Splendor, Paladin Eagle's Splendor, Aura of Glory. I know I could go bear, and gain 8 strength, but I felt like taking Badger instead. Any comments?

In badger form, the AB is actually +45/+40/+35/+30 from the Tiny size bonus. Looks like a lot of fun. You should show Badger stats.
Also, postpone Harper5 to Level37 for Tumble dump. This will give you +3AC.

This jacks your number of alignment shifts... How about this?

Pal 1-3
Druid 1-14
Pal 4-6 Since Dire Badger has more Dex than STR, wouldn't weapon Finness be a good idea? I chose to skim AC on this build, since I didn't have the feats to take Divine Shield. The potential for a Badger with AC is ridiculous, though...+23 natural. I couldn't take Weapon Finesse because I wanted to have more feats, and I can easily buff my Strength with spells like Bull's Strength and that one Druid spell that emulates a weak Barbarian Rage.

The Moonshae Isles - Forgotten Realms
A Role Play, Low Magic world This is a neat concept, but I wonder if it can be done without an alignment shift. Perhaps some cleric/druid/hs combo, or cleric/druid/cot. He was going for a Smite Badger. Cleric just changes the nature of the build.

CoT might be a consideration if you don't want the alignement change. CoT and Harper need to be non-evil so you don't have an alignement change.

If Dire Wolf or Panther is taken instead of Badger, then it gets 25 STR vs 14 but looses 3 AC. If I took Champion of Torm, I would lose 16 damage per hit, since I use Divine Might. CoT's don't have access to Divine Might. They also don't have any powerful buffing spells with the exception of Divine Wrath.

Edit: If I drop Toughness at 9th level, and take a Paladin level as opposed to a Druid level, I can take Divine Shield, so as to manage 44 unbuffed AC in Badger form, with the last Harper Scout level delayed to 37 like Grizzled_Dwarflord suggested. Then I could take a Druid level sometime in Epics in place of a Paladin one.

As a CoT you'd also get more feats to use.
