Do the spell penetration feats affect the chance of getting dispelled? No, they just give you a +2/+4/+6 bonus respectively (non-stackable) in regard to overcome target SR (spell resistance).

When you cast a spell against a target with SR you have to roll a d20+caster lvl+SP feats and that has to be equal to or bigger than target SR. The maximum SR in game is 32 (monks apart) so once your caster lvls+SP feats = 32 you are sure to always overcome toolset SR.

1 + Caster Level + SP Feats = 32
Caster Level + SP Feats = 31
