Does Zen Archery affect a Ranged Touch Attack?

I'm wondering about the Azer Chieftan Fire Stream. It's Range Touch Attack and since my build has much more Wisdom than Dex, I'd preffer to use that.

Also, does the Fire Stream bypass SR?

and with 34 base wisdom vs 14 dex... I'd like to try and take advantage of that wisdom during my attack roll.

So, does Zen Archery affect Range Touch Attack?
Is Ranged Touch Attack "bab +dex" or "bab +str" for your AB?

BAB +Dex mod + AB buffs (Bless, Aid, Prayer, Battletide, Divine Favor, Divine Power, True Strike, War Cry, Bard Song)

Zen Archery ain't working IIRC.
