World is absolutely low magic. Nearly none. Needs str for the katanas. must grow quickly in power with great playability.
Any ideas
Kal, Ill give you the stock answer: NEW SERVER!!
The idea of low magic, grow quickly seem to contradict each other. In my experience, a builder who makes a pw with NO magic wants you to suffer along at 3 per kill so it will take you 9 hundred years to get to lv 10!! Exageration? certainly. But honest, from my exp.
Generally you see 1d6 elemental dmg weapons and nothing more. although fighters have been granted alot of STR enhancing items and some Con.
no magic server is perhabs an understatement. Lets call VERY low magic item server
Perhabs the shadow should come from 5 lvls of SD?
one tiny request ^^ _________________ Be realistic...
Note that katanas are not light weapons, so you will suffer -4 to all attacks when dual-wielding them. Why not be ninja wielding shortswords instead? Or dual kamas, with some monk levels?

Katanas is for the dmg and AC is not high on the server, so high dmg is good. _________________ Be realistic...
Assuming 28 BAB, WF/EWF, EP, WS/EWS, 30 STR and mundane gear the damage output from the shortswords will be higher starting from an AC of approximately 40-44. If you are facing lower ACs than these values, dual katanas are indeed better.

You are considered high lvl at lvl +18 on the server. Indeed someone can smack you down in nothing more than 4-5 blows with enough dmg. _________________ Be realistic...
In a low-magic world, I would think your best option for a ninja type would be to use Shadowdancer for HiPS, and Rogue or assassin for sneak damage. You can add 4 fighter levels if you want WS, or 6 monk levels if you want to use kamas for lots of attacks and get IKD for free.
How about an elven monk/SD/Assassin? Dual-wield kamas for up to 9 attacks per round (8 unhasted), 4d6 of sneak damage per hit, and HiPS to let you sneak almost constantly (not to mention the Assassin Darkness ability).
That or the fairly common Rogue/Fighter/SD should also do well.

Very low magic world? Sounds like Cleric territory to me... _________________ It's rogue, dammit, ROGUE!!!

It's CLERIC dammit, CLERIC!!
Geez cinn. He askd for a katana weilder! How many clerics would use that weapon? Well, any self respecting cleric, i mean. Hmm... that gives me an idea for a build! _________________
I think avado answered your question like no other could...
Cin is right.
The best and highest lvl characters are mainly Clerics.
Other than that Sorcs, wiz, druids, and bards rule the scene. Although it is amazing.
Everyone is actually meleeing and the fighters have a huge chance of taking their socks of their opponents. _________________ Be realistic...

Yes, if he asked for the most powerful build in a low magic world, Sorc, Wiz or Cleric come to mind. But Clerics don't seem very ninja-like.....
For a ninja-type, I was thinking that sneak damage would be a bigger help than 1d10 base damage. I will take 1d4 (dagger) base plus 7d6 sneak damage over 1d10, plus you save a feat.
Some combination of Rogue, Assassin, SD, and fighter. Monk can get you extra attacks if you want them and want some monk for the matial arts RP value to be more ninja-like.

Clerics become very ninja like when dex based and with minor multiclassing of monk and shadowdancer. Take trickery and war domains to improve stealth skills, get invisibility spells and the right stats boosts. _________________ The curve is more powerful than the sword -- BG courtesan
