The goal here is to have a dual-kama-wielding fighter that can dish out a lot of damage and critical hits quickly, and take a lot of damage in return. The choice of dwarf was mainly for the CON boost and special race features.
Skill points are a little lacking, but the only skills that I think matter for this build are Disc. and Tumble. The AC is low for a tank, but that's what happens with a monk with low WIS.
My level progression was kind of arbitrary - I can't really justify much except the max-AB class levels pre-epic and the Monk tumble dumps. You can see I just went every-other-one later on.
I stopped at WM(7) because I didn't see much that was good after ki-critical. I went to Monk(12) for the SR bonus, but maybe I should've stopped at Monk(9) and taken more Fighter levels....

What about something like this, instead:
Monk(7), Fighter(8), Weapon Master(25) Human, any lawful
AC is slightly better although HPs took the hit. The AB is significantly better. Which means you'll hit and crit much more often. STR i shigher so you have a higher Dev Crit DC too (and Dev Crit comes 1 lvl earlier too )
Saves are ok and I don't feel you need IE, especially if you get (as you should) some DEX gear for your AC. Epic Will is easily swappable for toughness or Epic Fortitude or ESF: Discipline. EWS comes late, but you are a STR build so it's not that big of a hit. You could get it earlier at the cost of later Ov Crit and Dev Crit.
You can go Dwarf too at the cost of 1 preepic feat, which will have to be taken epic (you could postpone ITWF not to delay Ov Crit and Dev Crit) and 43 skillpoints.
Regarding your build, what makes Monk 12 palatable is not the useless SR (22 is just pityful) but the extra speed dump. If you don't care about that, go Monk 10 so that you retain the extra AC.
About WMs beyond 7 lvls: bonus feats together with +1 AB every 3 lvls. Higher AB = more crits = more Fort saves or die for your enemies or anyhow more hits hence more dmg delivered. _________________ They can't stop us Let them try For Heavy Metal We will die

I, too, came up with an alternative build, but mine is closer to your original build. Then I come to post it and find that Kail beat me to it. Well, I went through the trouble to make it, so I posting it anyway, although I like Kail's better. My goal was to improve it as much as I could, while changing as little as I could.
I moved your Monk levels to give better-timed Tumble skill dumps. Dopping Toughness, moving 2 Fighter levels to epic, adding a Fighter level, and dropping Epic Toughness and ESF: Discipline allows me to add 4 more STR. My version gives you your WM 7 benefits earlier, and an 8th daily use of Ki Damage (better than ending on a useless odd level of Fighter). You could choose an 11th level of Monk instead, for +2 skill points, -2 health, and immunity to poison. I chose Spellcraft over Search to get +4 to saves against spells, adding to the +2 from Dwarf to make it +6 against spells.

In a Dev crit world I wouldn't use any of those.
A CoT beats a fighter build hands down in those settings, as higher FORT save trumps 6 damage anytime.
Problem is the prereq of 7 BAB.

Well, the CoT build didn't turn out too bad, at least not at lvl 40. Though it gets Dev Crit around the same time as the others, it is the least playable of all for quite a while. It's also the only build without EWS. On the plus side it has way better FORT save(actually, all saves) and better AC, and not to speak of better speed. Well. Before I took it I had 112 skillpoints left, and although that usually isn't a problem for me, I had no skilled classes this time. This build won't be wearing heavy armour at all, and monk11 helps even your sneaking speed so it might help you catch opponents unaware. Not everyone has detection skills. Also, with your speed, you can corner sneak quite easily. You'll be easily detected by those who can, but non-elves out of search mode might still have trouble to do it fast enough. If you have better places to put it, then do so.

Damn, I was wondering how it could have so much better AC, because I couldn't quite see why. now I do. I read wrong.

In a dev-crit place I'd definetly do that, since I can't imagine these guys to have any kind of über AC and they can't switch to shield either. Then in dev vs dev it's a matter of whose save can outlast the other ones. A good will save is good to have.
